I have the honour to acknowledge receipt of

your letter No. 773/11 of the 24th. instant, and to inform you that His Excellency the Acting Governor of Macao thinks that the smuggling of Morphine and Cocaine would be impeded as much as possible by adopting the following measures which come within the spirit of the Regulation in force in Macao:-

"The importation of Morphine, Cocaine, and Compounds of Opium from Hongkong to Macao is prohibited

(a) unless they are intended for medicinal purposes in

which case it should only be made in virtue of presentation in Hongkong of a licence issued by the Superintendent of Opium in Macao specifying the quantity and certifying that the articles imported are intended for medicinal purposes only:

(b) unless they are intended for re-exportation in which case it should only be made in virtue of presenta- -tion in Hongkong of a Licence issued by the Superintendent of Opium in Macao specifying the quantity to be imported and stipulating the obligation that such articles would upon their arrival in "acao be deposited in a Government Store.
